Jeff has over 40 years’ experience in the governance, organization, management, financing, and oversight of behavioral health care delivery systems. Prior to serving as behavioral health care financing specialist and auditor team lead at SAMHSA, he provided monitoring, technical assistance, financial management, and training services for a number of HHS-funded programs at the federal, state and local levels as a contractor. He has extensive knowledge of state SUD delivery systems having completed engagements in all 50 states. Previously, he served as the treasurer of the largest standalone mental health facility in Washington, DC. and interim CFO of a federally qualified health center.
